I feel that Lahore is intentionally developed far more than other districts for a simple reason. If increasing number of people from all over Punjab migrate to Lahore the businessmen in Lahore will flourish. (The businesses in Lahore will cater to the needs of an ever growing population. The model is simple attract more people to Lahore and fulfill their needs make more profits).

Everywhere in the world provincial capital is more developed than the rest of the province. Then in a country like Pakistan which is resource limited it is not possible to develop every city, so it is a better option to develop a capital where every facility is available so that everyone can come at one place and get everything what they need instead of spending money on useless projects in the lower punjab where people are not of constructive mind but destructive. I myself am from muzaffargarh. So I know the people there are not cooperative and they create hurdles even if government wants to do something good for them. So people in South punjab are responsible for their situation.
